Plant Map Purchase and Notification of Commencement of Earthwork

Under the Singapore Telecommunications Act, all contractors must obtain information on the location of telecommunication underground services and secure approval from the respective telecommunication system licensee (telco) before carrying out any earthworks.

Plant Map Purchase

Obtain maps showing the approximate location of underground telecommunication ducts and manholes before starting earthworks.

How to apply:

Complete the [Purchase of Plant Maps] form and attach site plan(s) in PDF, indicating the location(s) of proposed work.

Upload the completed Plant Map form and attachments here.

Note: Each request covers a maximum distance of up to 1 km.

Notification of Commencement of Earthwork (NCE)

Notification to the telco before digging or doing earthworks near underground cables or ducts. It helps to protect the telecom network and prevent accidental damage.

How to apply:

Complete the [NCE form] and attach site plan(s) in PDF, showing proposed trial holes and earthwork positions relative to BlueTel’s plant route.

Attach your project work schedule.

Include Cable Detection Drawing(s) from your TCDW, if applicable.

Special Note

For emergency works, please email osp_plantmap@bluetel.net.sg and osp_nce@bluetel.net.sg within 24 hours of commencement, providing:

1. The work location, and
2. Contact details of the site supervisor.
